The Napantao fish sanctuary

We have been based in Barangay Napantao, Municipality of San Francisco, since 2008 and are truly honoured to call it our second home! Our field base is located a few steps from one of Southern Leyte's underwater jewels; the Napantao Fish Sanctuary. Boasting over twice the amount of Hard Coral cover than the Philippines' average, the coral reef of Napantao is beautiful and a Nudibranch heaven. 

As the name suggests, the Napantao Fish Sanctuary is a Marine Protected Area (MPA) that was established in 1996 and covers an area of 5 hectares. As a result of the MPA's, an abundance of life can be found on Napantao's reefs which guarantees a new experience on every dive. The fringing reef can be found from 3m down so it's inhabitants can be enjoyed whilst snorkelling on days off or between dives. It is certainly a case of the closer you look, the more you'll find on Napantao and is a thalassophile's dream! Descend below the waves and be greeted by an array of colours, from diverse coral lifeforms, to the smallest of Nudibranchs and giant ocean wanderers such as the Whale Sharks and Sunfish.

The Napantao Fish Sanctuary

Established in 1996 and cover an area of 5 hectares, the centre of the MPA forms a No-Take Area which is surrounded by a further 50m buffer zone where fishing is also prohibited with all gear types. In addition to no extraction within the No-Take Area, fisherfolk are also prohibited to enter with motorised boats. These restrictions have enabled the coral reef communities within the MPA to flourish over the years, contributing to the areas outstanding biodiversity and high coral cover. The MPA also operates a financing scheme where divers must contribute to the Barangay financially to dive within the its boundaries which not only provides resources to enable the enforcement of the MPA's enforcement but also increases community support, further increasing the MPA's efficacy. 

A component of the MPA's efficacy is its established ordinance which was declared in 2003;
Absolutely protected from all forms of fishing and collecting marine organisms. 
It is illegal to cut coral or collect rocks from the Fish Sanctuary or buffer zones.
The traditional fishery area is absolutely protected from illegal and commercial fishing practices
All buoys, floating markers and lines that demarcate the boundary of the MPA are protected from theft and vandalism
The Fish Sanctuary is absolutely protected from passing through the boundaries on motorised boats as well as those with lighted fishing lamps
Snorkelling and Diving are permitted within the sanctuary with prior permission and fees must be paid to Bantay Dagats for both activities

Since 2008, we have been monitoring the influence of the MPA on the coral reef community within its boundaries and those in the surrounding, unprotected waters. To enable a continual monitoring protocol, we installed permanent transects in 2013; 3 inside the MPA and 3 outside. Each transect is at a depth of 12m and is surveyed twice a year. This bi-annual survey allows us to account for any seasonal shifts in community composition that occur on the reefs of Sogod Bay. 

This, coupled with the Napantao Fish Sanctuary's accessibility, has resulted in Napantao being our most surveyed location with additional studies also undertaken by independent researchers such as undergraduate and graduate university students. Each year of surveying, we expect some variation from the previous years, however, we have recorded greater fish abundance and hard coral cover inside the boundary in comparison to those recorded outside. Further, we also find the diversity of fishes and substrates, including hard coral, to be greater inside the MPA highlighting a more resilient community residing within the MPA boundaries. Although still relatively low, commercially important fishes such as Grouper and Parrotfish have also responded positively to the MPA, but we have noted that their respective response time is slower, most likely due to the slower maturation rates and larger home ranges.
